Navy I think you can kill all day, they just keep respawning is all. Apparently they don't drop much in the way of loot, if any. You could always test it on SISI as its back up

If you check the stats on elfartos you can search to see which npcs warp scramble, the % chance of them scrambling and at what strength. It also shows a duration, so it would appear that they may only scramble you for a set amount of time.

The logs used to lead to stuff, but got removed in a recent patch..so ignore them basically, they forgot to take the ship log info out, and the information is outdated.
